I'm not sure when or where it started, but switching -ville for -vegas is a long running trend in lots of cities.

Outside of Nashville becoming Nashvegas in some branding efforts. It is generally a joke like you said to make fun of the "big city" life of a small town that few have heard of outside on the regional area. Lots call Huntsville, AL "Huntsvegas." Its dumb, but a norm not unique to Starkville.

Dates back to the early 80's; Starkville was well known for a lot of gambling activity.

Anyone that states anything different doesn't know shite about Starkville's history.
