Should the committee hold off selecting bowl game participants and do it round by round?

Hear. me out.
Orange Bowl was real far for Texas Tech and Oregon fans to travel. Attendance sucked. Game would have been much better attended if held at Fiesta Bowl.
Ole Miss and Miami playing at Fiesta Bowl. Expensive trip and long way for their fans to travel. If that game was played at Orange or Cotton, more fan attendance.
Cotton had Miami and OSU. If it was at Orange Bowl, well, we know how that would be.
Why do the bowl games have to be set in the brackets at the outset? Why not select them after each round so they can make more sense geographically and easier for their fans to attend?
