(Create a one time transfer rule.)

So he wants to place players back in chains and give them just one chance to make a change, and then they are tied down to the plantation.

How about head coaches only get to change jobs one time in their careers. In his case, senators should never be allowed to have another job after they are out of office, also.

All the assistants and other personnel on any particular team have to abide by the same rules of only one job change in their career. Bring some stability to the coaching ranks and stop the instability they constantly present to college athletes.

Reads like
"I played college ball. Here are all the things posters on the internet complain about. I won't include any real plan for how to actually form a players association that can collective bargain and anti-trust protections to make any of this stand legal muster."
