Honestly, if the key categories include relative in-state competition and in-state talent, LSU is number 1, by a country. Not a country mile. A whole fricking country.
The next best in-state program is La Tech., and there's a shite-ton of talent in LA.
Of course, that list make precicely ZERO fricking sense, but I get LSU as the top SEC program.
