Here's one option:

Suppose they did the pods with only eight conference games to satisfy the bottom eight teams. I think that would work if you have your three fixed opponents in your pod + the four from your paired pod + one from the pod you will play next rotation.

To explain by demonstration. Assume LSU is in a pod with A&M, Ole Miss & MSU. If the other pods are:

NW: Oklahoma, Texas, Arkansas, Missouri
Central: Alabama, Tennessee, Kentucky, Vanderbilt
SE: Georgia, Florida, Auburn, South Carolina

Year 1&2 LSU schedule
Oklahoma
Texas
Arkansas
Missouri
A&M
Ole Miss
MSU
Alabama

Year 3&4
Alabama
Tennessee
Kentucky
Vanderbilt
A&M
Ole Miss
MSU
Florida

Year 5&6
Florida
Georgia
Auburn

Would the one team from the other pod change out upon a full rotation?

So for instance when it comes time for central pod to come back around instead of it being AL it would be Tennessee?

Notice the following advantages:
1. every team would have three permanent opponents they would play every year
2. Every year the SEC still has two divisions so there can be two clear representatives in the conference championship game
3. On top of the three permanent opponents each program would have three teams they play two thirds of the time (4 of every 6 years)

Those opponents could be as follows:

SW Pod
LSU: Oklahoma, Alabama, Florida
A&M; Texas, Tennessee, Georgia
OM: Arkansas, Vanderbilt, Auburn
MSU: Missouri, Kentucky, South Carolina

NW Pod:
Oklahoma: Alabama, Georgia, LSU
Texas: Tennessee, Florida, A&M
Arkansas: Kentucky, Auburn, Ole Miss
Missouri: Vanderbilt, South Carolina, MSU

Central Pod:
Alabama: Auburn, LSU, Oklahoma
Tennessee: Georgia, A&M, Texas
Kentucky: Florida, MSU, Arkansas
Vanderbilt: South Carolina, Ole Miss, Missouri

SE Pod:
Georgia: A&M, Oklahoma, Tennessee
Florida: LSU, Texas, Kentucky
Auburn: Ole Miss, Arkansas, Alabama
USC: MSU, Missouri, Vanderbilt

No. The semi permanent out of pod opponents are intended to balance schedule difficulty and retain more of the rivalry type games. If you are Alabama, LSU, Oklahoma etc you need to have those schools to balance out the Vanderbilt, MSU, and Missouri from your pods (and the fact you can't play yourself).

They do a decent job of retaining more games like Arkansas vs Ole Miss and LSU vs Florida as a kicker

I know Arkansas is in a rather difficult situation when it comes to future scheduling and rivalry games. but in your scenario, Arkansas would only play one historical rivalry annually. And only one historical rivalry on semi perm rotation. We would lose out on playing A&M, LSU frequently. Which would suck. I have figured out I am not going to be content either way it shakes out unless we have divisions and we play TEX, A&M, OM, and LSU every year, though it seems less and less likely to happen.

Yeah. The money grab has consequences.

No matter the proposal there are rivalries which are lost or played less frequently with 16 teams.

Doing pods by region at least provides some organization. I do think it is important to have an objective system to reach the championship game.

8 tier 1 teams
8 tier 2 teams

Sorry for calling them tiers, can’t come up with another word just yet

Tier 1 teams get 2 tier 1 and 1 tier 2
Tier 2 teams get 2 tier 2 and 1 tier 1

The top 6 are easy to decide as are the bottom 6. The middle 4 would make an interesting debate.

It wasn’t LSU choice to play rkansas thanksgiving weekend and it wasn’t LSU to play bonfire Aggie that weekend when they joined. In both instances it was mandated by sec office
