16 play drives is a pretty shitty metric for teams that use the forward pass.
Texas had 4 TD drives that took a total of 15 plays, (4, 3, 1, & 7 plays). Does that make the defense better?
Texas did have 10 & 14 play drives that ended in FGs, and a 12 play/mercy knee to end the game.

It means our defense doesn't get off the field on 3rd and 4th downs.
Not that we needed a stat to tell us that.
