Georgia and Florida produces the most talent in FBS football in the southeast. It's hard to keep talent in-state when you have teams like Bama, Auburn, LSU, Tennessee, etc. recruiting in Georgia's own backyard. Also, since these schools would have to compete with UF, FSU, Miami, and USF for Florida talent it would be easier for them to raid Georgia when their only competition is basically UGA.
