The truth is that Texas students are top 10% students, while Texas A&M students fell just shy of that mark.
That's your difference. The only exceptions are Aggie legacies, and there is really no explaining them - they are just weird.

Both are top 10% students now. IIRC, they eliminated legacy admissions about 5 years ago.

You're off the mark here... there's really not much of a difference between the two student populations anymore. Also, the legacy admissions preference that used to be in place at A&M was ended about a decade ago.

Pretty much.
Interesting enough is the fact that around the time I graduated (1999-2000 was my senior year), we were rated higher in USNWR (44th) by a wide margin. You can imagine the panic that ensued when that happened.
