Because they don't read enough. If you read enough (at least me,) you develop contextual clues from what words (including homophones) were used near other words, and for what purpose as a kid.
The lack of reading is #1, and I would blame reliance on spell check (not even auto correct) as number two, but I've had plenty of college grads in consulting send me work product that had clear errors (including mis spelled words with the red squiggle) that they just sailed by.
