He said it with direct regard to the New York Times and Wash Post. Unless they're putting out libelous articles, which by Supreme Court ruling is "published information with actual malice, knowing it to be wholly incorrect, as well as in cases of reckless disregard" then the only way to open them up any more would be changing the standards for what libel is.
If they have been actually posting libel then I'll admit I was wrong, and so should CK, but as far as I'm aware they haven't and I doubt they are. They have been very openly critical of Trump but that's not necessarily libel. But if also they have then he CAN sue them legally if he has proof what they said was wrong and evidence that they knew it was wrong and did it anyway, so it appears to be that he wants to open it up more so he can sue them for negative pieces whether true or not.

But like I said I could be wrong on whether or not they're libelous but it sounds to me like it's just Trump threatening to sue someone like he always does when he's butt hurt.
