Dunno. Doesn't matter either way.
Edit: I tested it on some of the other forums. Looks like you can't Up Vote unless you're approved. (I didn't try DV-ing).

Just coming back.
The only OTHER good thing to come out of Philly was the Declaration of Independence.
And then we all realized how shite that city was and moved the capital to DC.
