The delay is actually a scheme from their OC (Warren Ruggiero), and is meant to help protect the QB—it's sort of like an option play, but at the more protected mesh point.

From a spread formation they use it to primarily run a dive, a QB keeper, or a pass.

Because it takes so long, it allows the QB to make multiple reads instead of the traditional one, meaning that there are more chances for one of those keyed defenders to bust his assignment.
