Still being members of the conference, do Texas and Oklahoma have a vote?

Until it's official, they're technically still B12 members which I would think they should have some say. Now, as to how they voted.....?
Including them, the B12 has 10 members.....& if 2 vote "no", that's only 20% to 80%...so would it make a difference?
