I imagine it's the California schools and Ivy League schools.
I noted it earlier in the thread, but Tulane was the first FBS school in the country to require it. LSU followed theirs & Latoya Cantrell’s lead here. Oregon & Oregon State were the first P5 schools to have a mandate. Additionally, the city of Los Angeles has a similar mandate affecting USC & UCLA.
As far as I can tell, the list in its entirety is relatively tiny & generally regional, as you suspected. LSU is a P5 outlier for essentially the entire United States of America outside of the West Coast.

First excellent post - I don’t mind trolls with a brain and some effort. 2nd, LSU fans are more pissed about this any one (i’m vaxed but obviously it shouldn’t be forced on anyone). 3rd, can all UGA Stfu- in the big election y’all are blue we’re red. An on that note, I see a lot of UGA trolling LSU for being “first in something”, to that all I say is 1980

King County has a mask and vaccine mandate for anything outdoors, so Washington has this requirement too.
