If I recall correctly, in many part of the US bicyclist are legally able to treat a red light as a stop sign and move on if it's clear. Considering it's a college town, dude could have been from one of those area?

The only places I've seen that allow it in cases where the light is triggered by sensors that the bike won't trip. Most of the time the law requires the rider to stop and wait for the light to change before proceeding.

Let's say for fun though, that he thought that was the case. It doesn't change the fact that he refused to pull over after the original officer initiated a traffic stop and then fought with them.

If he pulls over when they lit him up, the WORST thing he gets is a red light ticket which he can then contest. His actions alone are what turned this into an arrest.
