I bet the pilot tried to manually start the plane by spinning the prop on the runway. Usually when you do that you have the throttle forward to start the engine, but you keep the tail wheel tied down so that the plane doesn’t go off without you jumping in and downing the throttle after the engine starts. Doubt the tail wheel was tied down or a wheel chock was used.
