Um, that's exactly how it works at a State university, just on a larger scale.

Taxpayers don't fund any P5 Athl Dept
They fund themselves independent of the University mainly from FB & MBB Revenues, donations used to be important , but donations are no longer the main source of Revenue of college Athl Depts
