This is purely semantics. If he were merely trying to suggest that the democrats were politicizing the pandemic to make him look bad, then the word "hoax" wouldn't have been used. By it's definition, the word "hoax" implies a significant amount of deception and fabrication that goes beyond typical political speak.
Or I guess maybe Trump is just dumb and doesn't know how to form coherent sentences. I'm not sure which one is worse.

Multiple fact checkers have said Trump calling the coronavirus a hoax is false. That means anything you say to contradict that means nothing. You lose.
