If California passes the law the schools in the state of California must comply or they are subject to litigation. It's plainly written in the law. They do have to comply in the state of California or be subject to a lawsuit, whther that lawsuit gors anywhere is a seperate story in and of itself but from a legal perspective the NCAA must comply in the state of California. This is why they've suggested dismissing all California schools from the NCAA.

No, they don't. California can write all the stupid fricking laws they want. They have zero legal ground to stand on, and the NCAA (and everyone else with half a legal sense) knows it.

The NCAA is a private organization and can set whichever qualifications to be a member as they wish. Period.
