So many people fail to grasp this.

Now I could maybe see the NFL try to lean on the NCAA, but honestly I don't think they will. Why get a kid fresh out of high school when he can be developed for four more years under a banner NCAA program?

If California passes the law the schools in the state of California must comply or they are subject to litigation. It's plainly written in the law. They do have to comply in the state of California or be subject to a lawsuit, whther that lawsuit gors anywhere is a seperate story in and of itself but from a legal perspective the NCAA must comply in the state of California. This is why they've suggested dismissing all California schools from the NCAA.
