Not sure that's ever been an issue in the Gus era. We have been 3-7 short of the 85 limit nearly every year under Gus without giving those open spots to walk ons.
It's hard to keep up with the anti-gus talking points.

You know I kind of like that Gus holds out a few for some guys that work their butts off and deserve a full scholarship. Whether this is intentional or not.
