I don't think he's doomed to stay where he's at all (I've seen too many QBs improve with hard work and experience to believe that) but right now his biggest strength is that he can throw a beautiful deep ball and can be a surprisingly good runner when flushed out of the pocket.
However, checkdowns don't come naturally to him. He struggles with blitzes badly and he's not accurate enough on short and intermediate throws. His OL doesn't help but he's still holding the ball too long/too slow to make a decision.
He has the arm talent and can improve (a lot of his flaws are between the ears and experience and time can help that) but right now he's struggling with a lot of things good defenses will make him pay for.

See, when I say this everyone jumps on me -- and I get that it's annoying, but it's the exact same thing I've said outside of his OL -- they're only allowing 1 hurry every 15 dropbacks. That's really good.
But he does hold the ball too long, throw late and as a result has a very low completion rating (47% vs FBS, 52.6 overall. He had 54.6 last year).
He's actually very sound in the short game (91% completion rate) but his pass selection favors intermediate/deep passes where he's hitting only 22%.
So he's
Short Passes: 21 - 23 (91%)
Intermediate Passes: 4 - 20 (20%)
Deep Passes: 2 - 7 (29%)
and his pass selection is
46% short.
54% intermediate/deep.
This is what's holding him back, and that decision making is what will harm our offense in the future against better defenses.
