I dont see his issue. They did an adequate job of covering their ankles unlike those scandalous women of the mid-1800s in his time.

Seriously though, I'm not certain how often he gets out or if he bothers to do any real journalism, but the number of PIs and disorderly conduct arrests in and around the Square during the week , let alone the weekend, indicate a significant police presence. Apologies that OPD doesnt scoop up every other black lady dressed with skin showing.
