Funds being donated for one project and then being routed to other projects happens at every school, unfortunately.
The university does this type of fund raiser all the time. I don't know why the athletic department can't/won't allow it's donors to have more control of where their money goes.

Hell.... they should at least let donors vote or certain issues.
