Yea. I realize that...just seems illogical. If a foul happens during a play it shouldn't be dead ball. The helmet rule is another good example.

Probably because it's something that really had no impact on the play. Why penalize someone 50 yards because some staffer got excited and ran a few feet onto the field?

I think the reason is because it had nothing to do with the play. Similar to getting a ticket for your vehicle registration being out of date. It had nothing to do with how you were driving. Therefore, it's a non-moving violation
