it was never going to end well when the investigation started 4 3/4 years ago. if all this hadn't come about, they would have investigated for 8 years or however long it took to fire him.

Then maybe don't do inappropriate things on the job or be a scumbag in your personal life and he wouldn't have anything to worry about. No one is perfect but it's very easy not to commit fireable (and illegal) offenses.
