I'll admit, I compiled a list to see if you were right or wrong. Turns out, you were mostly right. Louisiana funds 1 more comprehensive university, 1 more 2-yr college, and 2 medical campuses. I guess SOME of those funds could go to other schools like LSU and make a difference.
So, since the "so many small schools" complaint is not the answer to LSU's funding problems, I wonder what is. UA seems to have found a solution for funding in accepting tons of out-of-state students (72% in-state students to 36% between 2004 and 2014, source link). That's a ton of out-of-state tuition flowing in presumably.
