Hey, you are probably right. But this quote indicates that the percentage is falling.
So 60 percent (and rising?) is playing fake army.

Not even close. The only schools authorized to commission 100% of their uniformed student body are the academies. Every other school has a portion of the combined national pool and cannot exceed their allocation unless another school fails to meet theirs.
