I think that's why the Chancellor tossed in that subtle line about following the law at the end of his PC response.

Oh, yeah, I'm sure he's aware that it is not legally feasible. I just don't understand how an organization on campus cannot rub their collective brain cells together and realize the impossibility of this working.
