Yes. They continuously change the rules used week to week. There is no form of logic that would help you to understand their line of reasoning. Hopefully this mess is replaced sooner rather than later.

There is no perfect way to do it. Polls will inherently be subjective and computer rankings have trouble taking external factors into consideration.
People bitched incessantly about the BCS, but this is just the BCS with the ability to override results they don't like.
