So if Penn State wins out and OSU beats Michigan, doesn't Penn State have the tie breaker over OSU? Assuming they beat Wisconsin in the championship game (B1G) are they going to put OSU in and leave out the B1G champion?

I thought the B1G was all about only conference champions!
