I have been going to games at Neyland since I was a kid and I have never seen this fwiw

I've seen this.

And here's another thing I noticed on my last trip. Look at this view:

See those openings from the concourse in the upper deck endzone below the scoreboard? Actually, all those openings in the end zone upper deck. Notice that there are steps on either side of the openings that merge above the opening to form one set of steps up the stadium. Where those two sets of steps merge into one, there are seats where your legs are literally stretched out into the aisle and you have to get up every time anyone sitting in the entire section. goes up or down the steps.
