Oh really? Which page?

I did find this nugget:

"The Commissioner is the official Conference interpreter of Constitution, Bylaws, Commissioner’s Regulations, and other rules, regulations, legislation and policies of the Conference and the NCAA;"

So yeah, if the bylaws don't specifically say that he can't do it, then yeah, he pretty much can.
