Nah. Houston was in the old SWC with Texas and Texas A&M. Neither of the other schools has ever had any difficulty in pulling players from Houston.
In fact there is an "Aggie Expressway" being built from IAH directly to College Station.

If you are talking about the extension of 249, that project has been talked about for decades and is still decades away.
