That's kind of the problem with shows like DBZ and Bleach; those epic pieces of manga/anime that span dozens of volumes and hundreds of episodes. Well, that and the horrible filler. That always ends up ruining the show.

For the first "strongest in the Universe" villain, it's all pretty well laid out. After the conclusion of the main story and it's obvious people want more and it's commercially viable to keep going, it becomes clear the stories stop being planned far in advance and become made up basically on the fly. After Frieza was beaten, it was "now here's someone even stronger" with some janky arse backstory like "dude made him in a lab".
