40 times mean nothing. What matters is "can you get open".
Neither Jerry Rice nor Larry Fitzgerald ran great 40 times.

Sprint speed is one of the least relavent predictors there is out there. There is an insignificant difference between a 4.45 and a 4.65 as far as a cover corner is concerned. But when you look at the elite forty times ever run at the combine, Jordy Nelson is far and away the most successful reciever in that group. There are more 4.7 plus guys that make a significant contribution in the NFL than there are sub 4.3 guys. You aren't beating NFL defenses deep a whole lot either way with your speed. You do it with scheme. Treadwell is a tenth faster than jerry Rice, who was an elite deep threat. The thing with treadwell that will make him elite is that he's physical and has great hands in a first down oriented league. He will move the chains and he will improve your perimeter running game and the offense that gets him will be better.
