They don't play UAB or Tulane for the same reason Arkansas doesn't play Arkansas State or we play Southern. Basically everybody in the SEC does this to the smaller conference D1 schools in their state, I don't see why you're hung up on Ole Miss v Southern.

Edited to add: I see LSU has played Tulane once this century.

Umm, we've played them in 2009, 2008, 2007, 2006, and 2001 in this century.

LSU vs Tulane

The 2015 matchup fell through due to Tulane not agreeing on the placement of where LSU fans should sit in the Superdome, to my understanding.
