What's the purpose of it? The burden is on that question. What happens is that your team is at a disadvantage and reputations of young folks are tarnished. Alcohol is a much bigger deal if you want to discuss real repurcussions.
Drugs/alcohol - doesn't matter. They still should be tested.

Why should they be? If they are staying out of trouble and fulfilling all responsibilities in the classroom and on the field, then there is no good reason for it.
