Most police wont pull you over unless you're going at least 11 over. A deputy literally told SO that it was his agency's policy.

Not in texas(at least on the 75mph roads). Got a warning for going 81.

Georgia they won't ticket you under 10

The "agency's policy" part of this is a pretty key detail. Otherwise, that's just dangerous advice. The size of the city has a lot to do with it. I've lived in a small town where doing one mile over the speed limit would get you both pulled over AND ticketed, no questions asked. In super small towns, it's a combination of not much real crime to fight and needing to make the city money somehow. Bigger towns/small cities seem to have a 5-7 sweet spot.
