They weren't levying war on the States; Abe Lincoln was.

This is true. The southern states resolved to peacefully, quietly, and legally secede from the U.S.A. and form their own Confederate States of America.
Lincoln and the northern states responded by deciding to aggressively and violently force the southern states to stay a part of the U.S.A. by waging a war that was technically illegal and violated the Constitution itself. In the modern post world wars era the invasion of the legally independent C.S.A. by Lincoln and the north would be considered an international war crime.
