No. The flag predates the rise in Confederate symbolism during the Civil Rights Era. If you create a favorable business policy that's forward-thinking and do something to help the healthcare situation in such an poverty-stricken area, new residents and higher-paying jobs will come, regardless of the flag. There are Nike factories in Vietnam for frick's sake.

The swastika predates the Nazi party. It was originally a religious symbol. I don't see many people rocking that anymore though.
