While it may sound good on paper, eugenics is a road that probably doesn't need to be gone down for several reasons. The biggest of which is the issue of who is to decide who can and cannot reproduce. The risk for abuse of power here is really large.

I'd much prefer capping the total number of children per family at 2-3.
