Well here's the deal with Dubai (it's been a long time since I was there but I'm 99% sure the rules are the same).
Abu Dhabi rules the UAE & they let Dubai get away with shite because Dubai doesn't have any oil money.....Abu Dhabi has it all.
If you remember Dubai built a casino on top of the newest high rise hotel but Abu Dhabi refused to let them open it up.
