They've been fining his employer repeatedly and it wasn't working so they took enforcement to the next level.

Sure. They could have just gone out and beat the shait out of him like normal people do when the redneck/gangsta/whatever down the street is booming the bass at 2 in the morning. Nobody ever calls the cops for that - they just handle it. For the record, it isn't worth a 911 call. That's what administrative lines are for but if you've ever been around a 911 center you'd know that's far from the worst. At least it wasn't a call to get the high school football game score, ask directions, complain about a pothole, etc.
