Enh there are some teams, Idaho for example, that probably would be well served to move back to FCS level. There are other schools folks have mentioned that have usually done quite well but are just in bad stretches right now.
Hell, for years Southern Miss was the best football program in their state until they crashed and burned. The MAC might not be a huge factor in the championship but all of them are fairly solid schools. Colorado might be on life support but the PAC-12 money will eventually bring them back to life.
Plus, while they might lose money on the programs, a lot of these universities see being a FBS level school as a way to raise the profile of the school and bring in more students. If they are willing to fork out the cash then let 'em stay.
