Pretty sure UGA gets majority of in state talent. Some kids just want to go out of state or live in bigger city than Athens, can't force them to go to UGA.
Hard to say UGA has underperformed given their defense has been pretty bad the last 5 years, and lot of traditionally good programs have struggled on defense with so many programs going to hurry up offense and pass happy offenses.
