Corruption is a major problem with police departments across the country, in many cases law-enforcement is simply a money making outfit. More problems and corruption comes from the government giving PD's the incentive to make arrests with the promise of new technology or improved equipment.

Don't forget Federal Monies that are flowing into your local Sheriff's offices. Look into that. Lowndes County takes a metric-frick ton of Federal dollars, and has expanded accordingly.
(we have some super-duper military toys the boys like to cruise around in, complete with masks, machine guns, and flak jackets...)
