The FQ wouldn't smell like that if tourists knew where to piss and how to hold their liquor. The rest of the city smells wonderful when people are cooking or grilling.
That "pleasant order" comes from out of town.

it only smells that way aroundish bourbon street
i'm from Metairie and it smells normal over there
