Shane, the 30-day window applies to Texans who move from one place in Texas to another place in Texas. "Out of state" issue have no relevance whatsoever. I provided a link to relevant provisions of the Administrative Code.

Possibly you clicked the wrong Reply button or something similar. If so, please be aware that the law on "tuition" issues is not remotely related to the law on "drivers license" issues. Your "point" is somewhat analogous to arguing that a resident-alien should be allowed to vote in the US, because the law DOES allow him to live here.
