By the definition of the rule, sure. They accomplish the same thing though. Whether you get pulled down by the inside of your shoulder pads or the back of your jersey, same thing happens.

All that matters is it was not a horsecollar by rule. I have seen plenty of players get pulled down from behind and not get injured. Pretty soon the game will have to become flag football because defensive players will have no way of tackling. It was an unfortunate injury, but you just have to accept football is a rough game and injuries are part of the game. You are never going to eliminate all injuries from football unless you do go to flag football
